The CAG of India, Murmu, called for initiatives to develop auditing frameworks for AI and Blue Economy
Girish Chandra Murmu, India’s Comptroller and Auditor General (CAG), stated that although AI could contribute up to $15.7 trillion to the global economy in 2030, it had also raised privacy, transparency, and fairness issues.
During his inaugural address to the three-day Supreme Audit Institutions-20 (SAI20) Engagement Group delegates’ meeting, Mr. Murmu stated, “AI has the potential to lead socio-economic growth and can be used to benefit citizens and the country through targeted and timely intervention.”
However, he asserted, the general public lacked a sufficient understanding of AI algorithms and AI systems also involved privacy, bias, and discrimination issues. Because of their complexity and interconnectedness, these issues call for ethical AI practices that guarantee fair solutions.
AI and Geographic Information System (GIS) technologies have been utilized by the CAG, particularly for environmental and ecology studies, as part of data-driven audits. To audit areas like mining, coastal protection, urban planning, and so on, we are increasingly utilizing GIS, drone visualization, geotagging, and linking it with machine learning. Previously, IT applications were designed without considering integration with other IT applications. Not consolidating a review module in government IT applications is the least complex of such models,” he expressed, discussing the test in question.
In this regard, the consensus that governments should work on data standardization emerged at the recent Lucknow meeting of the Shanghai Cooperation Organization Supreme Audit Institution (SAI) Leaders hosted by CAG. He stated, “Our path about this rapidly expanding frontier technology is twofold: adopting AI capabilities for audit and auditing an AI system in government: AI enables fraud detection, reduces the need for sample testing, automates redundant auditing, and identifies high-risk transactions.
The “Blue Economy” is one of the meeting’s top priorities in addition to AI. According to Mr. Murmu, it encompassed a variety of policy and operational aspects aimed at promoting the sustainable use of freshwater and marine environments.
“Roughly 40% of the world’s population lives within 100 kilometers of the coast,” he stated. Over 58.5 million people worldwide are employed in primary fish farming alone, with approximately 21% being women. Around 600 million people earn at least some of their income from aquaculture and fisheries. The United Nations has designated the decade of “Ocean Science for Sustainable Development” due to its significance.
The CAG has published the first-ever nationwide Compendium of Asset Accounts on Mineral and Energy Resources in States, which aims to map the distribution of mineral resources across the country and create an account for their stocks. Additionally, a Performance Audit Report on Conversation of Coastal Ecosystems has been completed, “he stated.
