The new feature is a part of Windows 11 July 2023 update. The company has also confirmed Windows Latest that they are working on to reduce in-game stutter with the update. This change is rolling out with Windows 11 KB5028185, which is a part of Windows 11 Moment 3 update.

As a part of this, Microsoft has optimised the Windows Input stack to handle demanding input requests such as high report mice. According to the report, the company has managed to achieve this by throttling and coalescing background raw mouse listeners and capping message rate.

The entire purpose of this is to reduce the stutter while playing popular games for an uninterrupted and smooth gaming experience.
